Civic letters leave the town desk and come back as “the German version,” with no source attached and no name on the review line. A twin-town notice, a visitor leaflet, or a stall letter for the German market then sits in someone’s inbox as a lone download. The letterhead may still look local. The reviewer cannot say which English file it came from. A Word file translator can change the language inside the DOCX. The packet is still not finished until three named files sit together: the source, the output, and a cover sheet a person has initialled.

Software can change the language inside a Word file. It cannot name the reviewer. Documents are encrypted in transit and at rest, and automatically deleted within 72 hours of processing. That is why the folder on the shared drive has to keep copies the machine will not keep. If the only copy lived in a browser tab, the desk has already lost the packet.
A Translated File Is Not The Whole Packet
Town comms hands work across people who do not share one inbox. A councillor drafts in English. A volunteer opens German. A clerk files whatever arrives last. The last file is usually the download. Without the source beside it, nobody can see whether the crest, the date, or the hall address moved. Without a reviewer line, nobody can say who looked.
The machine step sits in the middle. Upload the live DOCX, choose the language pair, download another DOCX. Comments and tables stay on the sentences they belonged to. That is enough to keep the letter as a letter. It is not enough to close the job. The job closes when a named person opens both files and writes their initials on the cover sheet.
DocTranslator returns the same format that went in. The clerk can mark the output. The clerk cannot treat the output as a new original. If a date looks wrong in German, the check is the English source on the same paragraph, not a second rewrite from the download.
What Each Of The Three Files Is For
Name the files before anyone uploads. Source, output, cover. If two of them share a vague name like “final_DE,” the folder will grow a fourth file by Friday and nobody will know which one was initialled. The test protocol on the civic desk is the cover sheet, not a feeling that the German “sounds fine.” A clerk who files by date alone will bury last year’s stall letter next to this year’s. Put the event name in all three filenames so a search returns the set, not a pile.

Print the cover on one side of a sheet if the board still wants paper in the hall. The digital folder remains the record. Paper without the two DOCX files is decoration. The two DOCX files without the cover is how orphan downloads start.
- Source: the signed English DOCX, live text, same filename the councillor used.
- Output: the downloaded DOCX from that source, not from a later German edit.
- Cover: one page that lists both filenames, the language pair, the date, and a blank for initials.
The Source File Keeps The Letterhead Honest
Letterhead, crest, and the hall address are the local proof. If those blocks shift on the output, the notice cannot go on the board. Open the source and the output in two windows. Scroll to the header. If the crest has left its box, discard the output. Do not drag the crest back by hand and then file that patched file as the official German. The patch invents a third original. Run the source again, or send the pair to a human translator if the letterhead is too tight for a machine pass.
The Output File Is For The Other Desk
The German desk should receive the output plus the cover, not a screenshot of a paragraph. They need a file they can search. DOCX page count on DocTranslator is estimated from text volume, not from the print preview on a different machine. A “two-page” notice with a long appendix can still trip the Standard floor of 20 credits. That number belongs on the cover so the clerk is not surprised later. It does not decide whether the letterhead held.
How The Reviewer Marks The Cover Sheet
The reviewer is a person with a name, not a role in an org chart. They open the source, open the output, and check three things written on the cover before upload: the hall address, one date, and one proper noun (a street, a hall, or a stall name). After download, those three strings must still sit in the same parts of the letter. If one has moved, the output is discarded. Initials go on the cover only after the three strings hold.
Write the three strings on the cover before the upload, not after. A reviewer who invents the list from memory will pass a drifted street name because they already “know” the town. The list has to come from the English file on screen. If the stall name is hyphenated on the source, the output must keep the hyphen. A prettier German compound is a miss the visitor will not map back to the English poster on the same railings.
That single discard is cheaper than a notice on the board that points visitors to the wrong hall. In our desk pipeline the cover stays with the pair until the event week is over. A later volunteer who only finds the German file has already broken the packet. The shared drive should hold the three files in one folder named for the event, not in three people’s downloads trays. A volunteer who cannot find the source in that folder should stop and ask, not invent a new English from the German.
The Reviewer Line Stops An Orphan Download
An orphan download is a German DOCX with no source and no initials. It looks finished. It cannot be defended. If the twin-town office asks which English notice it matches, the clerk will spend a wasted hour hunting sent mail. The reviewer line exists so that hunt never starts. No initials, no board.
Where This Packet Still Needs A Human
A sworn or certified legal notice is the wrong job. If counsel wants a named human on the wording, the download will never clear that request. Files over 1000MB must be split. Live captions in the hall are a different job. A file pass does not subtitle the meeting.

Use The Pack When The Letterhead Must Match
Use this pack when the same letterhead has to appear in two languages and a person must be able to say they looked. Skip it when counsel wants a certified stamp, when the file is a photograph of paper with no live Word, or when nobody will write their name on the cover. A Word document translator can keep the letter in one file. It does not replace the three names on the folder.
DocTranslator is the middle step, not the archive. Keep the source. Keep the output. Keep the initialled cover. If one of the three is missing, the town desk still has a download, not a handoff.
